      FY 95 RESCISSION BILL CONFERENCE REPORT SHOWS NO CUTS FOR LIBRARIES
 
The House-Senate Conference Report on HR 1158, the rescission bill for
FY95, (H. Rept. 104-124), is printed in the Congressional Record of May 16,
1995, and shows NO rescissions for library programs (CR, H5013-H5053,
library programs on H5041).
 
Rescissions of $4 million were made in the National Telecommunications and
Information Administration's Information Infrastructure Grants program.
The National Endowment for the Arts and the National Endowment for the
Humanities each sustained cuts of $5 million.  The Government Printing
Office was cut by $5 million, while the Superintendent of Documents
Operations was cut in salaries and expenses $600,000.  The Library of
Congress was cut a total of $250,000.
 
Among education programs cut were Goals 2000 state grants and Goals 2000
National Programs, a total of $91.5 million and several other programs such
as school to work and Eisenhower Professional Development State Grants.
The Technology in Education program which had been funded in FY95 at $40
million was cut by $17.5 million.  The Safe and Drug Free Schools program
was cut $236 million.  Total education program cuts came to $874.5 million.
 
Once the conference report is approved by the House and Senate, it will go
to the President for signature.  According to the May 17 issue of the
_Washington POST_, the President will veto the bill because of the cuts in
education.

and those who came to Washington for Library Legislative Day.  It was your
support and that of the library champions in Congress which carried the
day.

                  BUDGET RESOLUTION MOVING IN HOUSE AND SENATE
 
Also on May 16, 1995, the House reported out its Budget Resolution H. Con.
Res. 67, which sets forth the Congressional Budget for FY96 through 2002.
The Senate reported out its Budget Resolution, S. Con. Res. 13 (S. Rept.
104-82).
 
Both budget resolutions assume cuts of over 30 percent in education and
related programs between FY95-2002.  The Committee for Education Funding
(CEF), an education coalition to which ALA belongs, sent letters early this
week to all members of the House and Senate urging them to reject these
cuts.  Representatives Lynn Woolsey (D-CA), Earl Pomeroy (D-ND), Patsy Mink
(D-HI), and Carrie Meek (D-FL), as well as Senators Chris Dodd (D-CT), Paul
Simon (D-IL), and James Exon (D-NE), offered amendments in committee to
raise budget levels for education, but none were approved.  It is
anticipated that further amendments will be offered when the bills are
debated on the House and Senate floor.
 
The budget resolution, when agreed upon by both House and Senate does not
require a Presidential signature.  The resolution sets the funding total
for the year and makes recommendations to appropriators as to how to
allocate funds.
