This valuable contact will help keep members of Congress informed about how voters in their states and districts directly benefit from NEH funding. Whether library supporters have new or returning Congressional representatives, it will be most helpful to give legislators concrete examples of just exactly what benefits constituents receive from NEH programs. This incoming freshman group of legislators can especially benefit from being informed about NEH programs specifically, and library programs, in general, as a way to encourage continuing congressional support for library programs. *************************************************************************** NEH PROJECTS IN LIBRARIES AND ARCHIVES CHANGES DEADLINES In a notice received from the National Endowment for the Humanities, ALA has been informed that NEH is changing its reviewing cycles for library/archive grant applications. The Humanities Projects in Libraries and Archives (HPLA) program at NEH announced that, beginning in 1995, HPLA will begin to review applications for both planning and implementation grants during the same time period. HPLA is eliminating its former practice of reviewing applications for planning four times a year and applications for implementation two times a year. Under the new calendar, all applications (both planning and implementation) will be reviewed two times per year with deadlines of July 15 and November 1. If these dates fall on a weekend, applications will be accepted on the following Monday. In order to accommodate projects already in development, HPLA will continue to accept implementation applications on March 10, 1995 and planning applications on February 3, 1995. Following these deadlines, all applications must be submitted on the established deadlines (July and November). The amount of funding for future NEH grants is likely to be re- evaluated in the new 104th Congress. (The above instructions are directly from the _Federal Register_ and have not been verified by ALA-WO.) *************************************************************************** WHITE HOUSE INITIATIVE ON HISTORICALLY BLACK COLLEGES AND UNIVERSITIES The Department of Education recently announced a meeting of the President's Board of Advisors on Historically Black Colleges and Universities to be held on December 5-6, 1994, 9am to 5pm at the Sheraton City Centre Hotel and Towers, 1143 New Hampshire Ave., NW, Washington, D.C. The Board was established to provide advice and make recommendations on developing an annual plan to increase participation by historically Black colleges and universities in federally sponsored programs and on how to increase the private sector's role in strengthening these higher education institutions. The Board is also responsible for developing alternative sources of faculty talent, particularly in the fields of science and technology as well as how these institutions can achieve greater financial security.
