Rep. Peter Barca (D-Wis.), Rep. Gerald Kleczka (D-Wis.) and Rep. Bill Thomas (R-Calif.) plan to offer the amendment to H.R. 4454, the Legislative Branch appropriations bill for FY 1995. Their amendment would reduce funding for the Government Printing Office by $1.5 million with the funds to be taken from the funds to be used in the Depository Library Program for electronic access of federal publications. GPO is ready to implement the GPO Access Law in June to provide an online system with the Congressional Record and the Federal Register. The proposed amendment would disrupt GPO's ability to implement the law to provide key electronic documents to the American people, publications essential to participate in a democracy. The House Appropriations Committee has already denied GPO the $1.1 million the Public Printer requested for distributing the U.S. Code in 1995. Last week, the Committee recommended $32.1 million for the Superintendent of Documents Salaries and Expenses Appropriation (covers the Depository Library Program), instead of the $33.9 million the Public Printer requested. At a time when the federal government is moving increasingly to electronic dissemination of federal publications, to cut another $1.5 million GPO needs to disseminate electronically could result in a nation of "haves and have nots." Amendment 7 to H.R. 4454 to be offered by Rep. Barca, Rep. Kleczka, or Rep. Thomas says: ... strike out '$32,100,000: Provided,' and insert in lieu thereof the following: '$30,600,000: Provided, That the objectives of chapter 41 of title 44, United States Code, as enacted by the Government Printing Office Electronic Information Access Enhancement Act of 1993, shall be carried out through cost savings: ...' ACTION NEEDED: Every member of the House of Representatives should hear from constituents this morning to vote against amendment 7 to H.R. 4454. Immediately contact your Representative--by phone (202-225-3121 to contact any congressional office), e-mail, fax, or telegram. Ask your Representative to vote against the amendment to H.R. 4454, Legislative Branch appropriations for FY 1995, that would reduce GPO's funding by $1.5 million and deny GPO money needed to provide depository libraries electronic access to federal publications.
