The Commerce Department's National Telecommunications and Information Administration (NTIA), administrator of the Telecommunications and Information Infrastructure Assistance Program (TIIAP), invites applications from non-profit groups such as schools and libraries to help them access new telecommunications technologies. Secretary Brown said the program will be highly competitive and will promote innovative uses of advanced telecommunications in these critical areas. Larry Irving, Assistant Secretary for Communications and Information, noted "NTIA believes this program will target assistance to those who need help and avoid creating pockets of 'information haves and have nots.'" There are two categories for the program grants: 1. Demonstration projects utilizing diverse technologies; and 2. Planning projects which could be implemented locally, statewide, regionally, or nationally. Applications are now available and the deadline date is May 12. Awards will be announced sometime this Fall. The ALA Washington Office advises library applicants to strengthen their chances through collaboration projects with non-library entities. Library Research and Demonstration: Online and Dial-in Access to a Statewide Multitype Library Database Demonstration Project. The priority of this project is to demonstrate online and dial-in access to a statewide, multitype library bibliographic database through a statewide fiber optic network housing a point of presence in every county, connecting library services in every municipality. Applications are now available and the deadline for submittal is April 28. Estimated size of the award is $2.5 million. Project period is up to 2 years. Eligible entries include state library agencies, institutions of higher education, and others. This project is funded under the Higher Education Act title II-B, Library Research and Demonstration Program. For applications or information, contact Neal Kaske or Louise V. Another grant opportunity was published in the February 15 _Federal Register_ pp. 7248-7249. Technology, Educational Media and Materials for Individuals with Disabilities Program. The priority for this project is to design and or adapt technology, assistive technology, educational media, and or materials to improve the education of children and youth with disabilities. Of particular interest are projects that create innovative tools to open up and expand the lives of those with disabilities, or enable the learner across environments to foster instructional environments both in and out of school. Applications will be available March 18 and the deadline for submittal is May 18. Available funds are $1 million. Project period is up to 2 years. Institutions of higher education, State and local educational agencies, public agencies, and private nonprofit or for-profit organizations are invited to apply. The program coincides with the 20th Annual Library Legislative Day on April 19. The Update will be moderated by Sen. Wendell H. Ford (D-KY), Chairman, Joint Committee on Printing and Senate Rules and Administration Committee. Panelists will include Michael F. DiMario, Public Printer, Government Printing Office; Bruce McConnell, Chief, Information Policy Branch, Office of Information and Regulatory Affairs, Office of Management and Budget; John D. Merritt, Deputy Staff Director, Joint Committee on Printing; and Donald R. Johnson, Director, National Technical Information Service.
