It's over. The ALCTS Bylaws vote lost, and lost big. A lot of people voted. I have been told that it was one of the heaviest vote in ALCTS history, about two or three times the average. So a lot of people cared and it is now time to understand what they said by voting in such a large number and in voting no. It certainly does not mean that we are off the hook and that we were told to continue business as usual. At least, I don't think it meant that. I rather suspect that it meant: the problems leading up to the restructuring proposals still exist, but either we didn't like the solutions proposed or we didn't like the way in which they were proposed. Until someone gives me a better explanation I am going to assume that mine is correct and move on. Move on to what? First, I would like to hear for myself what people have to say about ALCTS. I came on this scene toward the end of the debate and I'm not sure I have heard all I need to. So I will ask ALCTS for background information and the possibility of having a discussion on _AN2_ which, I think is a more appropriate medium to reach the ALCTS membership than ACQNET. Then I would like to explore the possibility of creating a structure that makes it really possible for people who work in different functions to work together on common problems. At ALA we can attend only a fraction of the programs, meet with a fraction of the people, and usually only those in our immediate areas of interest. My interests as a librarian and, I suspect, those of many of you, are far broader than just acquisitions or just collection development. Beside which I am certain that to remain a good acquisitions librarian requires involvement in, and knowledge of, a lot more than just acquisitions. Finally I would like to tackle this issue of empowerment which appeared to be so contentious this time around. I really tried to understand but I couldn't see how the proposals that were before use were going to translate into the membership being empowered to make important decisions. I am beginning to suspect that may all be talking about different things under the same label and trying to respond to a need that has not been identified or, at least, understood by all parties in the same way. To me, as I have said before, true empowerment will have occurred when the ALCTS membership, at the lowest practical level, can make decisions involving its existence, programs, and finances, without being subject to review by the ALCTS Board. I am quite sure that many people don't see it that way, that they feel the organization must retain greater central control than I am suggesting here. I am sure that there are other ideas at work here and I need to understand what they are. This is my own agenda, what I feel I must do to give meaning to my membership in ALCTS, given the fact that I chose to become involved with these issues. It is only through talking it out, hearing what you have to say about the same issues, that I will gain insights on what they really mean for you. I'm listening. The Team is composed of three units: Acquisitions, Serials and Binding. These services are supported by 2 faculty and 27.5 FTE non-exempt staff members. The Libraries' materials budget is approximately 3.6 million dollars with $155,000 allocated for binding. The acquisitions function is currently automated using the Geac GLIS system running on a Geac 8000 computer. The process of searching for a new integrated library system is currently underway and client-server systems are being investigated. Additional responsibilities include: the design and implementation of related online access and support systems, monitoring expenditures, management report writing, approval plan management, liaison with teaching faculty, librarians and vendors, and management of the acquisition of materials in electronic format. QUALIFICATIONS: ALA-accredited MLS degree; several years of recent library experience, applicable to the description and responsibilities outlined above; experience with microcomputer and mainframe based systems; facility with microcomputer software management tools; strong service orientation; ability to work effectively with faculty and staff; excellent interpersonal skills and leadership abilities; ability to work effectively in a transitional academic library environment; ability to meet promotion and tenure requirements.
