Over sixty of you responded. Thank you! Here is what you told me: All sixty of the you are keeping track of license agreements through paper files. These files are generally kept in the Acquisitions Department or the Collection Development Department, though some license agreements go to the General Counsel's office or the Library Director's office or even the Director of Purchasing's office. Generally one copy of the license agreement is kept, but in some cases, two copies are filed--one under vendor or publisher and another under product name. Only one library mentioned that they are now making three paper copies since they need to keep track of Consortial purchases separately. Most librarians are finding paper files "unwieldy," however, and are looking for other approaches. Frequently used words were "starting to," "planning to" and "thinking of" to describe how libraries want to handle this growing paper glut. Currently, fifteen libraries (25%) use the Integrated Library System (or Acquisitions system if there is no ILS) to put "highlights" of the license agreements in the catalog for all to see. Nineteen libraries (32%) have a separate database. Only 4 libraries (7%) mentioned scanning of license agreements as either a current or future activity. And a number of libraries (at least six) mentioned the need for a networked database that would allow others in the library to have access to data after hours. What is clear is that libraries and librarians are grappling with this issue. More than one survey respondent said something like: "Thanks for asking about this. It got me to thinking that we ought to change our procedures." Do libraries make changes to the license agreements that they are sent or do they take what the license agreement says without making changes? Answers ranged from: "we make changes almost always," to "we take the license agreements as they send them." Forty-eight (80%) alter the license agreements and 12 (20%) do not. Of those 12, two are planning on starting to make changes to the license agreements. Though libraries were not asked specifically, eleven libraries (18%) alluded to problems with the license agreements, and most agreed with one respondent who said: "We will not sign an agreement that we do not agree with!" Who signs license agreements? This was a difficult response to collate since answers were so widely divergent and oftentimes seemed to depend on the type of library. Suffice it to say that the majority of license agreements are signed by a person in the library and the Library Director, or Head of Acquisitions or Collection Development is the most frequent signatory. Having said that, there are several libraries which have to get signatures from the University Attorney or Head of Purchasing. In more than one case, the signing authority is based on the cost of the item. For example one library mentioned purchases over $2,000 and another mentioned purchases over $10,000. How do libraries keep statistics to make sure that an electronic database is being used? It appears that statistics are being kept erratically, some by Webmasters or Acquisitions or Collection Development, if at all. The majority of libraries are simply not keeping statistics or are only keeping statistics as supplied by vendors. This is another area that librarians mention as needing thought and improvement.
