(6)---------------------------------------------------------------------------- Date: Tue, 01 Dec 92 16:36:36 EST From: Scott Wicks (Cornell University) Subject: Legal ramifications of dealing with Iraq Before I dig into the possibility of setting up a book exchange agreement between my library and the Ministry of Higher Education & Scientific Research, Univ. of Baghdad Central Library, I was wondering if someone else out there has already looked into the affect of the UN embargo (and/or any US Government trade barriers) on the exchanging of library materials between this country and Iraq. My gut feeling is that commercial transactions are forbidden (even though the transactions are education-related.) What I don't know is if it is illegal to "exchange" library materials. I am prompted to ask these questions as Cornell just received a letter from the Univ. of Baghdad Central Library with an attached catalog of titles they are willing to exchange with us. The letter was sent directly from the Library in Baghdad. If no one out there has any answers, I will undertake the investigation myself and report back to the group.
