ALA Publishing published the following books on behalf of ALCTS: - Guide for Handling Orders for Serials and Periodicals (due Sept. 1992). - Collection Management for the 1990s, edited by Joseph Branin (ALCTS Papers on Library Technical Services and Collections, no. 3) (due August 1992) The Board of Directors approved publication of: - Guide to Preservation in Acquisition Processing - Core Collection in Preservation (revised edition) The ALCTS Office made available a finding guide designed to help librarians identify groups within ALA with collection management concerns. The guide was prepared by the ALCTS CMDS Collection Development Practice in a Changing Environment Committee. This list has been published on ALCTSERV, the ALCTS fileserver, under THE NAME CMDS GUIDE. TO OBTAIN A COPY, ISSUE THIS COMMAND TO THE LISTSERV@UICVM: send CMDS GUIDE. LEGISLATION AND INTELLECTUAL FREEDOM TAXATION OF SERIAL SUBSCRIPTIONS AND OTHER LIBRARY MATERIALS. ALCTS sponsored three resolutions that opposed taxation of serial subscriptions, of other types of library materials, and of publishers' book inventories. At the Annual Conference, the Board of Directors endorsed the Resolution on Taxation of Library Information Resources and the Resolution on the Taxation of Publishers' Book Inventories and referred both to ALA Council for approval [both were approved by Council]. At Midwinter, ALCTS undertook a national campaign to reacting to measures taken in California, Pennsylvania and other states to tax serial subscriptions. The ALCTS Legislation Committee prepared a resolution denouncing such taxation. The resolution was first approved by the Board, and later endorsed by ALA Council. WHCLIS. The ALCTS Executive Director (Karen Muller) and ALCTS President (Arnold Hirshon) attended the White House Conference on Library and Information Science. Actions of WHCLIS within ALCTS areas of responsibility have been referred to the appropriate sections. In particular, the recommendations concerning preservation were referred to PLMS. AWARDS The "BEST OF LRTS AWARD" went to Karen A. Schmidt, head of acquisitions and binding at the University of Illinois at Urbana-Champaign, for her winning publication "The Education of the Acquisitions Librarian: A Survey of ARL Acquisitions Librarians" in _Library Resources and Technical Services_ 35 (January 1991), pp. 7-22. The BLACKWELL NORTH AMERICA SCHOLARSHIP AWARD recognized two publications. Richard Dougherty and Carol A. Hughes received the award for "Library Coopera- tion: A Historical Perspective and a Vision for the Future," in _Advances in Library Resource Sharing_, v. 1, pp. 1-21, published by Meckler in 1990. Cal Gough won for "Key Issues in the Collecting of Gay/Lesbian Library Materi- als," in _Gay and Lesbian Library Service_, edited by Cal Gough and Ellen Greenblatt, published by McFarland in 1990. The "Serials Section First Step Award (Wiley Professional Development Grant)" went to Kathy Wodrich Schmidt, serials coordinator at the Indiana University Ruth Lilly Medical Library in Indianapolis. The "Serials Section Bowker/Ulrich's Serials Librarianship Award" went to Linda K. Bartley, coordinator of the Cooperative Online Serials (CONSER) Program at the Library of Congress for her contributions to serials librarianship as head of the National Serials Data Program at the Library of Congress, as director of the Library Development Program. At Annual Conference, the Board of Directors referred a proposal for the creation of the Acquisitions Section Leadership Award to the ALCTS Budget and Finance Committee, ALCTS Organization and Bylaws Committee, and the ALA Awards Committee. PRESERVATION ALCTS was involved in a wide range of activities related to preservation, including: a disaster preparedness institute; preparation of a new edition of _A Core Collection in Preservation_; publication of a _Guide to Preservation in Acquisitions Processing_; making available the ALA Preservation Policy at the White House Conference on Library and Information Science; and the passage of a resolution by the ALCTS Board of Directors urging ALA Graphics to print bookmarks on alkaline paper. ALCTS also circulated and voted on draft NISO statements on topics such as permanent paper, U.S. microform publishing statistics, order forms for multiple titles, representing languages for information interchange, and CD-ROM master- ing. At Midwinter the ALCTS Board forwarded to NISO a draft standard on packaging and labeling of video cassettes for consideration as an American National Standard. PLMS undertook planning of a seminar on preserving magnetic media to help with problems of preserving the audiotapes, videotapes, and computer disks now in use in libraries. ALCTS supported the work of ALA's representative to NISO, which included review of the standard for permanent paper for library and archival use (Z39.48-199X) and the work of representation to AIIM. PLMS received permission to use illustrations by Richard Scarry for a series of posters on library materials preservation for children. Slogans were developed by the Preservation of Library Materials Section.
