I have split it and the conclusion will appear in ACQNET 2(80) -- C.] ACQNET Vol. 2, No. 76, August 13, 1992, included comments from Ann O'Neill (UNC) in which she noted I am NOT a member of ALCTS. For 2 reasons - 1) One of life small protests over how the separation of _AN2_ and Marcia Tuttle's _Newsletter_ were handled. 2) To all outward appearances this is a catalogers' division. I see very little work being done to support acquisitions, serials, collection development or preservation. There is no motivation for me to join. As Past-President of ALCTS, I am unsure to what Ann refers in her first point, but I am relatively sure it not an issue to which I would respond in a general listserv. I would welcome further information in a separate communication from Ann on this point. Much more importantly, I would like to dispel the notion that ALCTS is "a catalogers' division" that has done "little to support acquisitions, serials, collection development or preservation." I have prepared a report below that only HIGHLIGHTS the work and many accomplishments of ALCTS that occurred during the past year in areas OUTSIDE OF CATALOGING. (Cataloging activities are purposely omitted from the report below.) These ALCTS accomplishments in acquisitions, serials, collection development or preservation are possible only through the dedication of the hundreds (if not thousands) of ALCTS members who have made the work of the division so impor- tant. I hope that the recitation below will help to convince those in acquisi- tions, as well as in the other non-cataloging areas that you do indeed have a strong and vibrant home in ALCTS. We welcome your support, and we look forward to having your active involvement to help the in the work of the division continue to be relevant to the needs of librarians. -- Arnold Hirshon, Past-President (1991-92), Association for Library Collections & Technical Services, and University Librarian, Wright State University (ahirshon@desire.wright.edu) ASSOCIATION FOR LIBRARY COLLECTIONS AND TECHNICAL SERVICES NON-CATALOGING ACCOMPLISHMENTS: 1991-1992 CONTINUING EDUCATION Preconferences at the Annual Conference in San Francisco: - Electronic Data Interchange and the Library - Library Buildings and Preservation." Regional institute: - Florida Collection Management and Development Institute, Rollins College (August 3-6, 1991) - Serials Management: Shaping a Changing Environment, Chicago (October 25-26, 1991) - Strategies for Disaster Preparedness, St. Louis, MO May 1, 1992. President's Program: "After the Electronic Revolution Will You Be the First to Go?" focused on the effect electronic publishing and networked information. The keynote speaker was Theodore Nelson (Xanadu Worldwide Publishing Repository Network). Section and Committee Annual Conference Programs: - Acquisitions of Library Materials Section (ALMS): "European Acquisitions after 1992." The program is of particular interest given the strong connections between ALCTS and IFLA. - Collection Management and Development Section (CMDS): "Collection Development for Diversity and Multiculturalism" - Preservation of Library Materials Section (PLMS): "Breaking Ground: Building Statewide Preservation Programs." Another effort of the association that directly relates to our work in implementing the ALA Preservation Policy. ANNUAL CONFERENCE MEETING REPORTS ALCTS BOARD OF DIRECTORS: ANNUAL CONFERENCE ACTIONS: - ACCEPTED the Arizona State Library Association's Collection Development and Acquisition Roundtable as an affiliate of the ALCTS Council of Regional Groups; - AUTHORIZED the CMDS North American Title Count Subcommittee to work with the Executive Director, ALCTS to seek a grant of about $10,000 to develop software for the Title Count. CREATIVE IDEAS IN TECHNICAL SERVICES DISCUSSION GROUP. This new group met for the first time at Annual Conference. DUPLICATE EXCHANGE UNION (DEU). The DEU began to consider alternatives for automating the work of the committee and for making it less costly and less time consuming. EDUCATION COMMITTEE. The committee conveyed to the ALA Accreditation Committee its thoughts concerning the revised accreditation standards for library schools. ELECTRONIC PUBLICATIONS DISCUSSION GROUP. This new discussion group formed at the Midwinter Meeting, and received approval from the Board of Directors. ETHICS TASK FORCE. In response to the review of the ALA Ethics Statement, the ALCTS Ethics Task Force developed an ALCTS position on issues such as publish- er, vendor and library relations. PUBLISHER/VENDOR-LIBRARY RELATIONS COMMITTEE. The Committee also discussed with the Acquisitions Section Task Force on Ethics the need for a code of ethics or set of guidelines governing the conduct of librarians in their relationships with publishers and vendors. PVLR intends to draft a code of ethics with input from the appropriate ALCTS sections (e.g., Acquisitions Section, Serials Section, Audiovisual Committee, Micropublishing, etc.), as well as working with section committees in their efforts to develop guidelines. The Committee also intends to pursue participation in the Public Library Annual Conference slated for the spring of 1994, as well as exploring the possibili- ties of a preconference or all day program at the 1994 ALA Annual Conference, with the program closely tied with the ethics theme. SCHOLARLY COMMUNICATIONS COMMITTEE. At its first ever meeting, the committee reviewed its charge, discussed the best means to extend communication to scholar-users, and began planning for a program for the 1993 Annual Conference. TECHNICAL SERVICES OUTPUT MEASURES. At Midwinter the Board approved a change of name of the Technical Services Costs Committee to the Technical Services Output Measures and Costs Committee, and adopted a revised and expanded charge. LIBRARY MATERIALS PRICE INDEX COMMITTEE. Continues to prepare and publish the leading price indexes in the field. The committee recently revived the U.S. Newspaper Index. COMMITTEE ON RESEARCH AND STATISTICS. Approved a draft statement to establish conventional practices for surveys and operational statistics relating to technical services and collections. ACQUISITIONS SECTION. ACQUISITIONS ORGANIZATION AND MANAGEMENT COMMITTEE. Presented a Program on European Acquisitions after 1992, and began planning a program for 1995 on Relationships with External Accounting and Purchasing Departments. COLLECTION MANAGEMENT AND DEVELOPMENT SECTION. ADMINISTRATION OF COLLECTION DEVELOPMENT COMMITTEE. Continues work on a "Guide to Cooperative Collection Development" and revision of the "Guide for Written Collection Policy State- ments." COLLECTION MANAGEMENT AND DEVELOPMENT SECTION. EDUCATION FOR COLLECTION DEVELOPMENT COMMITTEE. Began developing a matrix of collection development courses and contents for library education. ...
