Hammer" Subject: Moscow News on the Subscription crisis MOSKOVSKIE NOVOSTI No. 10 (10.03.91) has an article "Pechat': A 'krainim' okazalsia chitatel'" (The Press: The Reader Goes to the End of the Line), on the problem of Soviet books and periodicals. First some statistics: (1) there are 1.5 million subscribers around the world who are not receiving journals and newspapers for which they have paid, and (2) there are more than 100 tons of periodicals piled up in warehouses waiting to be shipped out of the USSR. In the past, this article says, money was not a problem because the Soviet government was ready to subsidize shipment of publications abroad, if neces- sary, with hard currency. Beginning with the new year, the government no longer provides subsidies. Both Aeroflot and the Mezhkniga firm have gone over to commercial accounting (khozraschet). Aeroflot demands payment in hard currency for shipping Mezhkniga's orders. Mezhkniga, which has no hard currency, is relying on a 1976 decree which forbids Soviet enterprises to use hard currency for transactions with other Soviet firms. Mezhkniga is preparing to take Aeroflot to court (Gosarbitrazh--the state arbitration commission) to settle this issue. Let us hope it is settled soon. Darrell Hammer Political Science Dept. So far we have not been able to get any response from them. Word has it that this is a subscription order and the manuscript may not actually be prepared yet. We are hesitant to commit the $1750.US price without some indication this is going to be available in the near future. The title was advertised at a major Slavic conference in October 1990 and has generated much interest in the field. Does anyone have any information on this title or on E & E Plumridge? This was a cd-rom product from Lotus Development Corp. which supposedly listed personal data on 120,000,000 consumers including estimates of personal income. Enough people complained about the invasion of privacy that the project was cancelled. According to their customer service representative, the project was officially cancelled two months ago. I have not read any responses to that question, which I think is a very important and timely one. Does that mean that none of our technical service departments are organized that way? Are any libraries contemplating such a merger?
