Description:
This is a 20-25 hr Position of Fixed Duration on grant funding. The
Term is for 3 years, renewable depending on additional grant funding
acquired. Occasional international travel is required.
THE UNIVERSITY AND THE LIBRARY
The University Library, which is a highly valued partner in teaching and
research at the University, has more than 11 million volumes housed in
the Sterling Memorial Library and 22 school and departmental libraries.
It employs a dynamic, diverse and innovative staff of nearly 600 FTE who
have the opportunity to work with the highest caliber of faculty and
students, participate on committees and are involved in other areas of
staff development. A full spectrum of library resources, from rare books
and manuscripts to a rapidly expanding network of electronic resources,
constitutes one of Yale's distinctive strengths. The Library is engaged

ELECTRONIC COLLECTIONS CARE AND OARE
The Electronic Collections Department leads, coordinates and supports
the collecting and conversion of electronic and digital collections
throughout the Yale University Library. Electronic Collections staff
works together as a team to provide responsive, effective, and evolving
coordination of electronic collecting. The OARE Program Support
Librarian will report to the Head, Electronic Collections. OARE (Online
Access to Research in the Environment) is a partnership of international
publishers, universities, and multilateral institutions. It will
provide approximately 1000 institutions in more than 100 least-developed
nations free or very low-cost online access to leading international
scientific literature in a broad range of environmental subject areas.
Yale's OARE involvement is a joint project between the University
Library and the School of Forestry & Environmental Studies.
RESPONSIBILITIES
Working under the direction of the Head, Electronic Collections and in
close connection with the OARE inter-institutional team with latitude
for independent action, the OARE Program Support Librarian will be
responsible for the technical development and content management for
OARE by overseeing the systems architecture development and website
presentation, and coordinating technical activities with staff at the
United Nations Environment Program (UNEP), as well as at sister programs
at the World Health Organization (WHO) and the Food and Agriculture
Organization (FAO). In addition, the OARE Program Support Librarian
will take responsibility for OARE content data entry, assisting with
publisher and partner communications, and contributing to project
direction.
Coordinates and provides technical leadership and support for the
development, implementation, and maintenance of systems to support
management of and research access to OARE, including content management,
content website display, and institutional registration and
troubleshooting. Acts as the project manager and technical coordinator
for the implementation of OARE system enhancements including the
drafting of specifications for revisions to the architecture;
coordination with appropriate units and individuals throughout OARE and
its extended programs family; creation of documentation, workflows, and
procedures to support daily operations; and review and testing of
modifications. Recommends the selection and coordinates the work of
contractors hired for technical implementation activities. Serves as
technical liaison between OARE program team and OARE technical contract
staff, as well as with technical program partners at WHO and FAO.
Reports on technology that might benefit the programs, proposes
technical measures to support program initiatives, and defines the
technical resources required to implement new initiatives. Works with
systems and web personnel at WHO, UNEP, and FAO to match OARE technical
infrastructure with the program's content and service needs. Develops
procedures for incorporating content into OARE database(s). Takes all
appropriate measures to ensure that the collection, including all
partner supplied content, remains accessible in the face of changing
technologies. Describes and incorporates OARE holdings into OARE
database(s). Locates, analyzes, extracts, describes, and organizes
information about OARE content from diverse sources including websites,
partner newsletters and partner-supplied data. Prepares database
analysis and statistical reports. Assists as needed in other Electronic
Collections Department activities including electronic collecting
curation for Yale University Library, digital conversion activities, and
activities of other international digital special projects.
QUALIFICATIONS
An ALA-accredited MLS degree or an MA degree in Computer Science with
related library training and experience. Appointment at the Librarian I
level requires no professional experience and demonstrated potential for
professional growth. Appointment at the Librarian II level requires a
minimum of two years of professional experience with electronic
resources and/or automated library systems and demonstrated professional
accomplishments. Knowledge of library and publishing functions with an
emphasis on electronic resources management, including acquisitions, and
vendor relations with publishers and content providers. Awareness of
current developments and issues in library automation. Knowledge of
general database structural concepts. Familiarity with principles of
database design. Demonstrated ability to communicate effectively with
library, programming, and ITS staff. Ability to work effectively with a
variety of people with varying technical skills and knowledge, and from
diverse work and social cultures. Excellent interpersonal and team
collaboration skills. Demonstrated ability to work well independently in
a rapidly changing and demanding environment. Ability to perform under
pressure, prioritize and schedule tasks for successful outcomes.
Excellent oral and written communication skills, including public
presentations. Ability to develop clear documentation. Excellent
analytical skills and accuracy and attention to detail. Ability to plan,
initiate, and implement effective programs, projects and services.
Knowledge of personal computer hardware, software (Windows, MSOffice,
etc.), and productivity software including Excel. Knowledge of
web-authoring tools and HTML markup. Demonstrated understanding of the
importance of serving the reader at the end of the information chain.
Preferred: Research or special library working experience. Knowledge of
the STM (Science/Technical/Medical) electronic publishing environment
and scholarly communications issues. Experience working with and
technical systems knowledge of relational database systems, preferably
SQL Server or Access or with automated library systems. Programming
experience preferably with PHP. Experience with report writing tools.
Knowledge of UNIX and/or Linux. Demonstrated project management
experience. Experience delivering content in web-based applications.
Experience with bibliographic description of information resources.
Fluency in French.
