HEAD OF COLLECTION DEVELOPMENT DEPARTMENT
The University of California, Irvine Libraries are seeking a dynamic leader
to join an enthusiastic staff in building a research library of excellence
for a young and rapidly-growing university ranked nationally in the top
universities. The Head of Collection Development Department will work in a
collaborative environment of evolving institutional expectations and manage
change to assure that high quality continues to be achieved.
DUTIES AND RESPONSIBILITIES
The successful candidate will play a key role in leading innovation in the
Collection Development Department and the Collections Division, and will be
a member of the library-wide management team Library Council. The Head of
Collection Development Department manages collection development and
management of general resources in all formats library-wide and ensures a
high-caliber collection that supports the teaching, research, and patient
care needs of the campus.
20+ subject specialist librarians (called Research Librarians), whose duties
include reference, instruction and collection development, are based in
either the Collection Development Department, the Langson Library Reference
Department, or the Science Library Reference Department. The Head of
Collection Development oversees and evaluates the collection development,
collection management, and faculty/student liaison activities of all of these
Research Librarians.
5+ of the Research Librarians report directly to the Head of Collection
Development. The other 15+ Research Librarians report secondarily to the
Head of Collection Development, as do two other library positions - the
Southeast Asian Archivist and the Electronic Resources Acquisitions Librarian.
Reporting to the Assistant University Librarian for Collections, the Head of
Collection Development Department participates as a member with others on
divisional and library-wide teams, task forces, and project teams as
appropriate and is expected to work comfortably and with excellence in a
shared decision-making environment.
The following duties are those for which the Head of Collection Development
Department holds primary responsibility:
ˇ Manages day-to-day collection development/management functions and
operations, assuring the high quality and ongoing excellence of collections in
all three UCI Libraries.
ˇ Monitors the Libraries' materials budget of approximately $7.4
million.
ˇ Manages departmental budgets, policies, procedures, and webpages.
ˇ Oversees collection development/management and faculty/student
liaison activities of Research Librarians
ˇ Responsible for recruitment, retention, training, and evaluation of
Research Librarians mainly in conjunction with the Heads of the Langson Library
Reference and Science Library Reference Departments.
ˇ Directly supervises and conducts performance reviews for Collection
Development Department staff.
ˇ Chairs the Collection Development Department, the Collections
Coordinating Council and the Bibliographers Group.
ˇ Acts as a spokesperson for the UCI Libraries to the campus community
as appropriate in conjunction with the Research Librarians and the Assistant
University Librarian for Collections; fosters good communication and effective
working relationships with faculty, staff, students, and other library users.
ˇ Manages the Libraries' approval plans with input from the Research
Librarians.
ˇ Approves the licenses (electronic resources and media) and works with
Acquisitions to advise on complex license negotiations
ˇ Supervises special projects in collection development and collection
management
ˇ Collaborates with other departments in the Libraries to deal with
issues of mutual concern.
ˇ Participates in the Libraries' development efforts as they relate to
collection development.
ˇ Maintains regular and close communication with the Assistant
University Librarian for Collections.
ˇ Opportunities for collection development and liaison responsibilities
for a particular academic program, depending on background and experience.
The following duties are those for which the Head of Collection Development
Department holds secondary responsibility, in consultation with the Assistant
University Librarian for Collections and the bibliographers:
ˇ Coordinates the preparation and allocation of the Libraries'
materials budget of approximately $7.4 million.
ˇ Provides leadership and coordination in developing, evaluating and
assessing the Libraries' collections to support the University's research,
teaching and patient care programs.
ˇ Participates in defining and implementing key strategies for
acquiring or accessing electronic resources.
ˇ Coordinates the Libraries' participation in systemwide cooperative/
collaborative collection development efforts and digital library initiatives.
ˇ Provides leadership in the application of new technologies related to
collection development/management.
Qualifications
Required:
ˇ Graduate degree in library science from an ALA-accredited institution.
ˇ Substantial collection development and management experience in an
academic library, research library, or major public library.
ˇ Broad knowledge of current issues and trends in academic/research
collection development/management
ˇ Demonstrated knowledge of academic user research needs, research
methodologies, and information seeking behaviors
ˇ Knowledge and experience with approval plans, gifts programs, standard
selection and evaluation methods and tools, and automated acquisitions systems.
ˇ Experience with collections budget planning, such as budget reports,
projections and needs assessments.
ˇ Strong public service and user-centered orientation with a commitment to
the library's role in the support of teaching and research.
ˇ Excellent communication skills (oral and written)
ˇ Demonstrated organizational, project management, analytical and decision-
making skills.
ˇ Experience with library automation and technology applications in academic
or research libraries.
ˇ Ability to work effectively in a team and in a dynamically changing
environment.
ˇ Demonstrated commitment to working effectively and cooperatively with a
culturally diverse university community.
ˇ Demonstrated ability to meet the University of California criteria for
advancement and promotion of librarians.
Preferred:
ˇ Minimum of 5 years of progressively responsible professional experience in
academic or research library setting.
ˇ Successful managerial and supervisory experience, especially of librarians.
ˇ Experience training bibliographers in collection development/management
and liaison activities.
ˇ Solid knowledge of traditional and electronic collection development/
management issues across a broad range of disciplines and fields
ˇ Strong interest in and successful experience working with faculty, students,
staff, clinicians, and administrators at a major academic research environment
ˇ Significant experience in negotiating and licensing online resources
ˇ Significant knowledge of publishing business models, evolving modes of
publication (open access journals, open access archives, institutional repositories,
etc.) and scholarly communication issues
ˇ Experience in collection assessment and analysis.
ˇ Experience with digital library projects and/or grant writing.
ˇ Record of significant participation at the national level in organizations
addressing collection development/management issues.
ˇ Familiarity with trends in higher education
ˇ Reading knowledge of at least one language other than English.
The Collection Development Department
The Collection Development Department is responsible for the librarywide development
and management of general collections in the Langson Library, Science Library, and
Grunigen Medical Library under the administration and coordination of the Assistant
University Librarian for Collections. This department takes the lead role in
developing and planning the overarching and ongoing collections policies, procedures,
and projects that ensure that the scholarly resources available meet the campus
teaching, research, and patient care needs.
The department consists of the Department Head and 5+ Research Librarians, who are
responsible for supporting the collection, liaison, and service needs of UCI academic
programs. In addition, there are 15+ other Research Librarians located in
departments throughout the Libraries, who are responsible for both collections and
services in their specialized disciplines. Each Research Librarian is a member of
one of three discipline-based pods (a.k.a. teams) as well as of the collections-wide
Bibliographers Group.
The Libraries
The UCI Libraries are committed to innovation and excellence and are in a major
period of growth and change. The Libraries consist of the Langson Library, the
Science Library, the Gateway Study Center, and the Grunigen Medical Library. The
Langson Library primarily serves the Schools of Humanities, Arts, Social Sciences,
Social Ecology, the Graduate School of Management, the Department of Education, and
Interdisciplinary Studies. The Science Library primarily serves the School of Medicine
and the Schools of Biological Sciences, Physical Sciences, Engineering, and Information
and Computer Sciences. The Grunigen Medical Library serves the UCI Medical Center,
located in Orange, 12 miles from the main campus.
The UCI Libraries have a staff of 273 FTE and an organizational structure that includes
the use of teams in conjunction with departments. The library collection consists of
over 2.3 million volumes and over 25,000 current serial titles and an aggressively
expanding electronic resources collection. The UCI Libraries are a member of the:
Association of Research Libraries (ARL), California Digital Library (CDL), Coalition of
Networked Information (CNI), Center for Research Libraries (CRL), Council on Library
and Information Resources (CLIR), International Federation of Library Associations and
Institutions (IFLA) and Scholarly Publishing & Academic Resources Coalition (SPARC).
University of California, Irvine
One of ten University of California campuses, the University of California, Irvine, is
nestled in over 1,500 acres of coastal foothills, five miles from the Pacific Ocean,
between San Diego and Los Angeles. Founded in 1965, UCI is among the fastest-growing
University of California campuses, with more than 24,000 undergraduate and graduate
students and about 1,400 faculty members. UCI has had an extraordinarily rapid rise to

Librarians at the University of California, Irvine are academic appointees and receive
potential career status at the time of their initial appointment. Librarians
periodically receive administrative and peer review for merit increases based on the
following criteria: 1) professional competence and quality of service within the
Library; 2) professional activity outside the Library; 3) university and public
service; and 4) research and other creative activity. They are entitled to two days
per month of annual leave, one day per month sick leave, reductions in incidental
fees, and all other perquisites granted to non-faculty academic personnel. The
University has an excellent retirement system and sponsors a variety of group life and
health insurance plans. Benefits are equal to approximately 40% of salary.
Salary: Commensurate with qualifications and experience within a range of $42,996 -
$76,860 (Associate Librarian I - Librarian III).
